The Full Story
After returning from a family break—and finally overcoming the jet lag—I wanted to provide residents with an update on work taking place across Borehamwood South and the wider Borehamwood and Elstree area.
Improving Shenley Road
This Wednesday, I will attend a site meeting on Shenley Road with representatives from the Community Payback and Sentence Management Team.
The team coordinates unpaid work on suitable projects that benefit local communities. I want to explore whether it could support practical improvements along Shenley Road, including:
✓Removing unsightly stickers from walls and street furniture
✓Cleaning and painting neglected areas
✓Improving planting
✓Supporting other visible environmental improvements
Many residents have told me they are concerned about the condition and appearance of Shenley Road. This is a community-led initiative arising directly from those conversations.
Residents understandably compare Borehamwood with neighbouring areas and ask why our town does not always appear as clean, organised or well maintained. I believe Borehamwood deserves the same care and attention as every other Hertsmere community, and I will continue pressing for practical action.
Roads, pavements and highways
Several highways schemes are completed, under way or being developed across my division:

The priorities behind my work
I was elected by Borehamwood and Elstree residents in May 2025 as a Reform UK councillor. I take that responsibility extremely seriously.
Alongside the immediate work taking place in my division, residents frequently ask what Reform UK would seek to do if entrusted with running local government. The following areas reflect the priorities I believe need urgent attention.
Housing and planning
Reform UK supports prioritising social housing for applicants with established local ties and a record of contributing to the community, while maintaining appropriate protections for people in genuine need.
Exceptions and safeguards would remain important for vulnerable residents, including veterans and survivors of domestic abuse. Nobody facing genuine hardship should be abandoned.
Roads and public transport
The condition of our roads, pavements and kerbs remains one of the issues residents raise with me most frequently. Potholes and deteriorating infrastructure are visible signs of decline and require sustained investment and proper maintenance.
Reform UK also opposes policies that impose unnecessary costs on motorists, including ULEZ-style charges.
However, supporting motorists must not mean neglecting public transport. Reliable local bus services are vital for employment, education, independence and access to essential services—particularly for residents who cannot drive or afford a car.
We need a transport network that works for motorists and public-transport users alike.
High streets and regeneration
High streets are at the heart of their communities, and Shenley Road is central to Borehamwood.
Watching a high street gradually deteriorate is deeply frustrating for residents and businesses. Reform UK supports business-rate reform, stronger action against antisocial behaviour and practical measures to keep streets clean, safe and welcoming.
Waste and fly-tipping
Dumping and fly-tipping remain serious concerns across Borehamwood and Elstree.
Addressing them requires better management, clearer accountability and consistent enforcement. Rules are of little value if councils are unwilling or unable to apply them properly.
I want local authorities, neighbourhood teams and residents to work together, with reports and complaints receiving a prompt and effective response.
SEND and Education, Health and Care Plans
Councils, schools and families are under enormous pressure because of the growing demand for special educational needs and disabilities support and Education, Health and Care Plans.
Greater recognition and diagnosis of autism and other neurodivergent conditions has exposed how poorly prepared many services are. Government reforms have also created further uncertainty for parents and children.
Reform UK has established a SEND working group involving people from education, health, local government and—crucially—parents.
Its purpose is to develop reforms that improve outcomes, prevent children from falling through the gaps and address waste or delay within the system. Families should not remain trapped in a holding pattern, repeatedly fighting for help that their children need.
Council tax and value for money
Reform UK is committed to keeping taxes low.
Locally, that means examining how residents’ money is spent, tackling waste and working to keep council-tax demands to a minimum. Where finances allow, the long-term ambition should be to reverse years of repeated increases while protecting essential frontline services.
Listening to residents
Whether locally or nationally, Reform UK’s focus will be on early delivery and clear priorities.
If residents entrust Reform UK with running local services, every resident must be heard, treated respectfully and taken seriously.
I will continue reporting on local works as they progress. If you live within my division and have a concern or question, please contact me at Saul.Jacob@hertfordshire.gov.uk (mailto:Saul.Jacob@hertfordshire.gov.uk).
