The Full Story
Residents, businesses and visitors are being invited to comment on proposed changes to parking and waiting restrictions along Bushey High Street.
Hertsmere Borough Council has published a formal consultation covering limited-waiting spaces, resident-only parking bays, permit eligibility and additional waiting restrictions.
The proposals have not yet been approved. People can support, object to or comment on the plans until Monday 21 September 2026.
What is being proposed?
The council is proposing to introduce one-hour limited-waiting parking bays on sections of Bushey High Street.
These spaces would operate from Monday to Saturday between 8am and 6.30pm. Drivers would be allowed to park for a maximum of one hour and would not be permitted to return within two hours.
The intention is to increase the availability of short-stay parking for people visiting shops, businesses and services along the High Street.
Other sections would be designated as resident permit-holder bays, while additional waiting restrictions would also be introduced in certain locations.
The formal proposals include:
✓One-hour limited-waiting parking bays
✓No return to the same parking area within two hours
✓Resident permit-holder parking in designated High Street bays

How could resident parking change?
Some addresses on Bushey High Street would become eligible for permits within a new High Street parking zone, known as Zone HS.
The proposals also add a number of High Street properties to the list of addresses eligible for permits within the Bushey Village parking zone, known as Zone BV.
This is intended to provide additional resident-parking options for eligible households affected by the proposed changes.
Under the formal notice, eligible properties would be permitted to purchase a maximum of three resident parking permits.
The proposed Zone HS charges are:
✓First resident permit: £40
✓Second resident permit: £75
✓Third resident permit: £170
✓Twenty visitor vouchers: £20
✓Annual visitor permit: £75
✓Duplicate permit administration fee: £20
The proposed Zone BV charges are:
✓First resident permit: £35
✓Second resident permit: £70
✓Third resident permit: £160
✓Twenty visitor vouchers: £15
✓Annual visitor permit: £70
✓Duplicate permit administration fee: £15
Permit eligibility would depend on the property’s address and designated parking zone.
Why do these proposals matter?
Parking arrangements affect residents, businesses, employees and people visiting Bushey High Street.
Short-stay parking can help customers access local shops and services, but restrictions must also take account of people who live above or close to High Street businesses.
Resident-only spaces may improve parking availability for eligible households. However, permit costs, operating hours and the loss or relocation of existing shared-use spaces could also affect residents and visitors.
It is therefore important that the council hears from people who use the High Street regularly before deciding whether the changes should proceed.
These are proposals—not confirmed changes
The Traffic Regulation Orders published by the council are currently in draft form. The commencement dates have not yet been confirmed.
The council must consider the representations it receives before deciding whether to approve, amend or withdraw the proposals.
